CONSTITUTIONAL OFFICERS GENERATE $6.4 MILLION IN SAVINGS

Joe G. Tedder, Tax Collector, and Richard M. Weiss, Clerk of the Circuit Courts, for Polk County, Florida report that their offices have collectively generated $6.4 million in ?unused fees? for fiscal year 2002-2003.

The Tax Collector?s Office generated $4.1 million and the Clerk?s Office generated $2.3 million in ?unused fees.?

?Unused fees? represent revenue dollars that were not expended.

Tedder credited his staff for generating savings. ?Our Tax Collector employees deserve a lot of credit for creating this savings,? Tedder said, ?They have worked hard doing more with less while meeting or exceeding our high service standards.?

The Tax Collector's Office operates as a "fee office," which means the Tax Collector's Office earns fees and commissions set in Florida Law for the services it renders to governing authorities and taxpayers. When the Tax Collector?s Office spends less than it receives in revenues it generates ?unused fees? that are then distributed to various local governing authorities, such as the Board of County Commissioners or water management districts.

Presently, the Clerk?s Office operates as a budget office, which means that the funds it receives are allocated and approved by the Board of County Commissioners. Next year, because of a change in the Florida Constitution, the majority of the Clerk?s funding will be fee based similar to the Tax Collector?s Office. The ?unused fees? generated by the Clerk are distributed to the County Commission.

Both Tedder and Weiss indicate that they hoped the ?unused fees? generated by their office?s would result in less revenues needed by the County Commission to provide services to the people of Polk County.
