The Tax Collector's Office for Polk County, Florida has published an advertisement supplement entitled "Notice Of Unpaid 2000 Real Estate Taxes."

This is an advertisement of delinquent property taxes in a newspaper of local circulation that is required by state law. The law also specifies how and when the advertisements are to be placed. In this case, delinquent real estate taxes were advertised three times in only 1,200 newspapers.

Based on a quote process, the newspaper is selected on the basis of the lowest advertising price. This year the lowest price was quoted by The Ledger. The cost of advertising is paid for by delinquent property owners.

The law requiring these advertisements initially served to notify investors about the impending sale of tax certificates. Attracting investors to tax certificate sales is deemed important to promote competitive bidding, which helps insure the integrity of tax certificate sales.

Given the advances in communications, the state law requiring local newspaper advertising of delinquent taxes has come into question and need for the requirement, in its present form, has been in recent years an issue for debate in the Florida Legislature.

Many Tax Collectors, including the Tax Collector for Polk County, believe the current advertising requirement is too inflexible. They reason that publishing pages upon pages of delinquent tax information may no longer be the most effective and efficient method of attracting investors to every tax certificate sale held throughout Florida.
